Evidently , Governor Nyesom Wike of Rivers state and his immediate predecessor ,The Right Honorable Rotimi Amaechi ,Nigeria’s Minister for Transportation have an unfinished business but only the courts will eventually separate this warring two but this honestly does not look like their money  though even if Wike wants his hands on it  then he will have to look elsewhere.
On the other hand, The National Intelligence Agency ‘s declaration of ownership of the controversial cash makes them liable to criminality as laws guiding the civil service does not encourage state agencies and their officials to move money around.
It is also very dubious that the Central Bank of Nigeria whose main statutory function is to monitor and regulate the currency in operations and circulate in consonance with the Nigerian Security , Printing and Minting Company can wash off their hands over the matter thus raising further questions as to how  the nations micro and macro economy was being managed
