Crisis in the Latin American nation of Venezuela ,once an oil rich major will appear to be hurting the global oil markets as the stand -off between Caracas and Washington D.C.is said to have shut up all prices of crude oil.
Nations of the world like Saudi Arabia,The United States,Russia,Iran,Kuwait,Iraq,United Arab Emirates,Mexico,China,Libya,Nigeria,Canada,Indonesia,Kazakhstan,Algeria,Norway and the United Kingdom are oil producing majors with Venezuela at number five  with a cumulative production and reserve capacity of 130.6 litres and a super giant as it possesses at least five billion barrels of recoverable oil per day as at 2003 according to a literary source. ,Awake!November,8th,2003.
Analysts believe that the desire to find a common and good market for its goods and services like the potentials the Venezuelan economy has would appear to be mainly responsible for the stand- off.
As at the time of filing this reports,insiders in Caracas ,Venezuela say Mr Juan Guiado who is the nation's speaker of the National Assembly was billed to address the people via series of public rallies and protests believed to be underway.
The Latin American nation of Venezuela is believed to have being grinded to a halt as the battle of who pilots the affairs of the state continues to rage even as at press time.

This followed the decisions of the United states government to think of the possibility of pulling out of Caracas so to respect Monroe doctrine and at the same time avoid a direct confrontation with Russia..
In a chat with this reporter,Social media analysts and Strategic political commentator ,Mr Jack Amaso likened the situation in Latin America presently to the 1962 Cuban missile crisis that saw The United states squaring up against the old soviet union.

Secretary-General António Guterres said he is hopeful for a solution to the eight-year long conflict in Libya, after a high-level meeting in Tunis, Tunisia, on Saturday with officials from the Arab League, the European Union and the African Union -- the group known as the 'Libya Quartet.'
"If is there is a word that defines what I think and feel about Libya today that word is hope. This is a moment of hope for Libya," said the UN Secretary-General in a press conference after the meeting.  "I have hope because I believe that it is possible to have now a Libyan-led political process aiming at the solution of the Libyan problems."
The meeting in Tunis included Federica Mogherini, European Union High Representative for Foreign Affairs and Security Policy, Ahmad Abulgheit, Secretary-General of the Arab League, Moussa Faki, Chairperson of the African Union Commission; and Ghassan Salamé, UN Special Representative in Libya.
Announcing that the meeting had led to "intensified forms of cooperation among our four organizations to work more and more together in support of a Libyan-led political process," the UN chief said he hoped "the Libyan leaders will understand the enormous responsibility that they have, that they will be able to come together in solutions for the future of Libya, to the benefit of the Libyan people and to the benefit of the whole region as we all know the impact of Libya in the Sahel and many other parts of Africa, even in Europe".
He mentioned three key steps for a successful outcome: the Libyan National Conference to take place in two weeks; the upcoming conference of peace and reconciliation to take place in Addis Ababa, headquarters of the African Union; elections "at the right moment for the country to re-establish a normal political life."
The UN Secretary-General acknowledged that there are difficulties, but stressed that a window of opportunity has been created by the recent historic meeting in Abu Dhabi between Libya’s Prime Minister, Faiez Serraj, and a key rival military leader, the Commander of the Libyan National Army, Khalifa Haftar.
Citing the recent peace deals between Ethiopia and Eritrea, in South Sudan, in the Central African Republic and elsewhere, Mr. Guterres said there is a "wind of hope," not only in Libya.
"People are starting to show their leaders that they want peace." he stated. "It’s not for us to define, because we’re not Libyans, so the Libyans themselves define the precise definition of the solution, but we see signs that the [divide in Libya], for the first time has the possibility to be overcome."
In a tweet, UN Special Representative Salamé called on the Libyan people “not to waste the opportunity” of the recommendations adopted during this high-level meeting and “not to close this window to build a unified, civil, sovereign, capable, fair state.”
When he briefed the UN Security Council last week from Tripoli, he said that the UN mission there, UNSMIL, was working to both “prevent recent developments and tensions on the ground from escalating”, and “pivot to stability and a political compact” which would end the country’s crisis.
For most of the period since the 2011 overthrow of former dictator Muammar Gaddafi, the Mediterranean nation has been contested by various armed factions, leading to a breakdown of the economy, infrastructure and security across the country.
The Quartet meeting and press conference coincided with the kick-off in Libya of municipal elections in nine municipalities across the country.

BACKGROUND:
Buhari's 97% to 5% is the highest manifestation vital interest, for which the rigging in Port Harcourt using the military (as established in the first part) is a tactical expression in the direction of a deeper Strategic intent of the vital interest of the North.
The goal of Rigging was to accomplish the the three fold component of the vital interest of the North, which are:
• Political economic.
• GeoPolitical.
• Ethno religious.
OIL: THE FOCAL POINT OF VITAL INTEREST.
"Femi Falana, Senior Advocate of Nigeria (SAN) and human rights lawyer, has urged President Muhammadu Buhari not to renew the licences of oil block owners in the country.
In a letter addressed to the President, dated March 20, 2019, Falana commended him for taking the decision to revoke the licences of some oil block owners.
According to Falana, majority of oil block owners "sub-lease them to offshore companies as they lack the fund and the technical expertise to develop the oil and gas industry".
He noted that if the appropriate action was not taken, he would file a suit against the Nigerian government on the matter."

The issues of vital interest of petroleum between the South South and Buhari's North are:
• The exploration of oil is in the hands of foreigners.
• The administrative structures of the oil industry are in the hands of the North, as a statement of vital interest, many thanks to Buhari by his vital Interest principle and formula of 97% to 5% is in the hands of his Northerners
• While the oil producing communities are strangers, cut off from the resource in their land.
• The unresolved issue of the Petroleum Industry Bill (PIB) of 2008 or Petroleum Industry Governance Bill (PIGB).
• The question of the vital interest of the host communities.
• The nagging question of derivation formula
Major General M. C. Alli, Nigeria's former highly informed Chief of Army Staff, who served under Abacha between December 1993 and August 1994, on 163rd page of his highly informative, 2001 Malthouse Press published book, (written from the perspective of an insider who understood how Nigeria was designed to function) wrote under the work he titled:
"The Federal Republic of the Nigerian Army, The Siege of a Nation", the following:
"Between 1951 and 1970, five revenue allocation formulae by colonial and post-colonial governments emphasized derivation. The Hicks-Phillipson Commission of 1951 and the Binn Commission of 1964 both recommended 50 per cent derivation to the area producing resource..... The Hicks Commission of 1953 by contrast, recommended 100 per cent derivation for resource-bearing areas while in 1958 the Ralsmam-Tree Commission recommended derivation:50 per cent: Region, 30 percent and the central Government, 20 percent. At the end of the civil war, Decree 13 of 1970 was promulgated putting derivation at 45 per cent with the Federal Government controlling offshore oil revenue. Dr Pius Okigbo Commission of 1979, and Professor Ojetunji Aboyade Technical Committee of 1977 recommended that the derivation principle be abolished (Incidentally, both accomplished economists are from two of the big three tribes). Again, no person from the major revenue producing areas of the Niger Delta were members of these dubious contrivances called commissions."
Strategic Observation.
Just the way Africans were not consulted during the scramble for Africa, the owners of the resources were not allowed to have a say.
The economist captured the 1884 scramble for Africa this way:

This colonial mindset of occupation, has been reproduced by the Nigerian army in Port Harcourt!
Installing a stooge, for leadership by indirect rule and divide and rule procedures of colonialism with oil in view seems to be the covert reason why the vital interest of the North as represented by Buhari who used the army to rig the elections, considering the fact that some oil block licences have been revoked by Buhari.
Given the Northern vital interest formula of 97%to 5% , Buhari's re allocation formula may trigger fresh unrests.
This is why the army needed to rig a yes man without any political structures in, while giving the impression that Buhari is concerned about the Riveriners who like the Yewa Awori in Ogun have never filled, while in fact, Buhari is only interested in the oil!
VITAL AND VESTED INTEREST
There is a difference between vested interest and vital interest, just as there are differences in the deployment of the words vital interest. Used in connection with an individual with interests in various countries, vital interest is used to define where the most important interests of the individual are domiciled. The reason and depth for the individual's attachment to those vital interests define his/her vested interest.
When used in terms of a people, nation or group, "the Report from The Commission on America's National Interests" becomes our working definition.
From another perspective, Vested Interests are the Interests of the individual, simply put, it means those things pertaining to selfishness and self centeredness for which politicians steal. Vital Interest on the other hand are corporate Interest of the group.
Analytically put, vested interests are the interests of the psychological individual within his/her lifetime, which is "tactical" it begins with his needs and end wants as he travels up Abraham Maslow's hierarchy of needs; from:
• Physiological Needs, which are the basic human needs of food shelter and clothing. Deployed politically, the Physiological needs of the electorate impoverished by corruption (at the receiving end of vote buying) are the hand out stipends given out to them
• Safety and Security Needs, best illustrated by Chief Gakpo Bomba Yeeh the African Action Congress (AAC) deputy Governorship aspirant in Rivers state, who crossed over from AAC to PDP. Yeeh's vested interest is to protect his political career, just the way Ambode opted to remain in the APC.
• Social Needs these are Belongingness, love needs. The need to belong to the exclusive class of those called honourables, is the vested interest motivation for some who seek legislative office.
• Esteem Needs. The exclusive class of 36, which is one of the 36 state governors, is the vested interest "spa" where the ego finds expression as esteem needs for some and vital interests for others.
• Self-actualizing Needs. The exclusive of the exclusives or the office of the president is the zenith and pinnacle of vested interest and vital interest for which Atiku insists on going to court, the way Buhari before him did.
Vital interests (of the group) are the interests of the contemporary sociological group that tend to be "strategic" and but when those interests outlive successive sociological generations of the same people, they, become anthropological and "grand Strategic".
Sociology is about the contemporary values of a defined group, but when those values are the constant that outlive successive generations (the variable) of the same group over a "transgenerational" period of time, interest becomes a statement in Anthropology.
It is from the perspective of Interest as a statement in Anthropology that Henry John Temple, 3rd Viscount Palmerston, the former British Prime Minister, in his speech to the House of Commons on 7 August 1844, he uttered those famous defining words of vital interest, when he said:
"We have no eternal allies, and we have no perpetual enemies. Our interests are eternal and perpetual, and those interests it is our duty to follow."
UNDERSTANDING VITAL INTEREST OF THE GROUP:

The Our Water, Our Right Movement led by the Environmental Rights Action/Friends of the Earth Nigeria (ERA/FoEN) has cautioned Lagos Governor-Elect, Mr. Babajide Sanwolu from continuing on the path of previous administrations in the state that set in motion plans to privatise water in Lagos.
In a statement issued to mark the 2019 World Water Day, the movement said that even though Lagos is surrounded by water, most of its citizens still lack adequate and safe drinking water and sanitation which predisposes them to illnesses such as dysentery and cholera with grave implications on productivity.
They however frowned at the fact that in tackling the water challenge, previous administrations including the outgoing Governor Akinwunmi Ambode have not consulted Lagos citizens, and instead, advanced false solutions including the globally-discredited Public Private Partnership (PPP) model of water privatization.
The letter, signed by Chair of the Board of ERA/FoEN, Nnimmo Bassey, noted that:  “Lagos residents are victims of a system that has failed them for years due to lack of political will and lack of sustained budgetary allocation to the water sector. Lagos does not need to experience social conflicts, drown in debt, or hand our right to privatisers to tackle the water crisis.”
According to the letter: “Evidence abounds that countries that have experimented the PPP and other models of water privatization have learnt bitter lessons and opted out by re-municipalizing – another word for taking back privatized public services and putting it where it should be -under public control.  Remunicipalisation of public water has spread across the world from Buenos Aires to Berlin, Ghana, Gabon, Jakarta, Mozambique, Paris, Tanzania, and lately nearby Cameroon.”
They warned that the PPP is anti-people because it is difficult for cities to exit, despite rate hikes, service cutoffs, and unfulfilled infrastructure promises.
Continuing, they said that reports that the outgoing administration of Mr. Akinwunmi Ambode has begun concession talks with Veolia, Metito and Abengoa which are transnational corporations with track-record of corruption and human rights abuses are even more worrisome, adding that, they had protested this move to the current State House of Assembly and compiled findings on the multinationals in a document – Veolia, Metito, Abengoa Cannot be trusted with Lagos Water, which has been made available to the state government for it to backtrack. 
In its recommendations to  Sanwolu who assumes office from May 2019, the groups demanded a halt to concession talks or agreements entered into with transnational corporations like Veolia, Metito, and Abengoa;  Need to fully uphold the human right to water as an obligation of the government representing the people; Integration of broad public participation including that of women in developing plans to achieve universal access to clean water, and a review the recent Lagos Environment Law and removal of all the remaining provisions that open the doors for PPP and other privatization forms. Others are: rejection of all contracts designed by or involving the IFC, which operates to maximize private profit; Building the political will to prioritize water for the people by investing in the water infrastructure necessary to provide universal water access, which will create jobs, improve public health, and invigorate the Lagos economy; Increasing budgetary allocation to the water sector; and Institution of a Water Trust Fund that will expand public financing of the water sector.
The groups said they have a blueprint on how to address the current crisis in the water sector in the document – Lagos Water Crisis: Alternative Roadmap for Water Sector.

Co-signatories to the letter include the Amalgamated Union of Public Corporations Civil Service Technical and Recreational Services Employees (AUPCTRE), Joint Action Front (JAF), Peace and Development Project (PEDEP), Child Health Organisation, and the Africa Women Water Sanitation and Hygiene Network (AWWASHNet), among others.

The All Progressive Congress APC in Taraba State has said‎ elections which took place throughout the state woefully failed to meet the minimum standard for the conduct of free, fair and credible elections contrary to the assertion by the Taraba State Government. 



The party in a resolution after its state working committee met to reflect on the conduct of the last election said the elections were characterized and marred by massive rigging, non-usage of Card Readers, ballot box stuffing and snatching, outright allocation of votes, intimidation and physical harassment of APC agents across the state.


The  resolution signed by Chairman APC Taraba State Barrister Ibrahim Tukur El-Sudi said ‎elections did not properly take place in some Local Government Areas like, Wukari, Donga, Takum, Kurmi, Ussa and Zing, where APC agents were physically molested and chased away, while votes were fictitiously allocated in favour of PDP and imposed on the INEC Returning Officers, most of whom had already been threatened and compromised.

He said t‎he PDP had arrogantly bandied the notion that the Card Readers were not a lawful part of the election guidelines and therefore had the liberty to fabricate and allocate votes as they pleased. "Indeed, the Card Reader is not electronic voting but an indispensable part of the accreditation process without which no voting could take place. ‎Both the Returning Officer and the Collation Centre ought to have outrightly rejected all votes not produced through the card reader."
The Party also  expressed disappointment, "at the unfortunate compromise and insidious collaboration between the PDP and INEC, whereby INEC had mopped up all unclaimed PVC’s and handed them over to the PDP ahead of the elections.

"In virtually all the polling units across the state, PDP had in their possession, thousands of uncollected PVC’s including those of IDP’s and deceased persons, which they freely used to conduct multiple over-voting, in active support by INEC officials. PDP were also in possession of ballot papers, which they freely used in stuffing ballot boxes in some Local Government Areas like, Lau, Bali, and Sardauna Local Government Areas."


Contrary to the guidelines issued by INEC that elections results should not be announced or accepted under duress, Taraba state APC claimed that  most results across the state were collated and received under severe pressure and threats despite protestations by APC agents that the results were fictitious.

It was a clear case of intimidation."


The Party insisted that the results are therefore not only unacceptable but also cannot form the basis for the declaration of Architect Darius Ishaku as the elected governor of Taraba State.

‎RESOLUTION OF THE TARABA STATE APC WORKING COMMITTEE ON THE 2019 GENERAL ELECTIONS IN TARABA STATE.

On Friday 22nd March 2019, the state working committee met to reflect on the conduct of the General Elections held in Taraba State on 9th March, 2019. At the end it resolved as follows.
1. The elections which took place throughout the state had woefully failed to meet the minimum standard for the conduct of free, fair and credible elections contrary to the assertion by the Taraba State Government. The elections were characterized and marred by massive rigging, non-usage of Card Readers, ballot box stuffing and snatching, outright allocation of votes, intimidation and physical harassment of APC agents across the state.
2. In particular, elections did not properly take place in some Local Government Areas like, Wukari, Donga, Takum, Kurmi, Ussa and Zing, where APC agents were physically molested and chased away, while votes were fictitiously allocated in favour of PDP and imposed on the INEC Returning Officers, most of whom had already been threatened and compromised.
3. The Party noted with great disappointment, the unfortunate compromise and insidious collaboration between the PDP and INEC, whereby INEC had mopped up all unclaimed PVC’s and handed them over to the PDP ahead of the elections. In virtually all the polling units across the state, PDP had in their possession, thousands of uncollected PVC’s including those of IDP’s and deceased  persons, which they freely used to conduct multiple over-voting, in active support by INEC officials. PDP were also in possession of ballot papers, which they freely used in stuffing ballot boxes in some Local Government Areas like, Lau, Bali, and Sardauna Local Government Areas.
4. Contrary to the guidelines issued by INEC that elections results should not be announced/accepted under duress or threats, most results across the state were collated and received under severe pressure and threats despite protestations by APC agents that the results were fictitious. Almost all the results accepted and collated at the State Collation office were challenged at various levels from the units, due to over voting, non-accreditation of voters, outright manufacturing of results, but the complaints were ignored by the INEC Returning Officers in all Local Government Areas. It was an open fact that even at the State Collation Centre, Jalingo. PDP agents, their thugs and State Government Officials had threatened that if Governor Darius Ishaku was not returned as elected, the State INEC Office would be burnt down including the officials involved in the collation exercise. 5. The above irregularities and many more hereby invalidates all results as announced by the State INEC Officer as they do not reflect the authentic votes cast during the elections. Besides, these fictitious results had been illegally prepared and widely circulated since Sunday March 10, 2019 before the collation centre began to receive the so called results from various Local Government Areas. The results are therefore not only unacceptable but also cannot form the basis for the declaration of Architect Darius Ishaku as the elected governor of Taraba State.
6. In view of this, The Taraba State APC hereby declares our total support and agreement with the decision by our Gubernatorial Candidate, Alhaji Sani Abubakar Danladi to challenge the results in court so as to retrieve the mandate of our people. We strongly believe that the fake results announced by INEC were not the true reflection of the wishes of the people of the state. We wish to assure our teeming supporters that the authentic results are available with INEC and will be proven in court. As a Party, we will not relent in our struggle until justice is done and no amount of intimidation, threat of violence and blackmail will deter us.
7. The easiest proof of this paradox is that a State which has witnessed the lowest voter turn-out since its inception due to the hostile political environment and violent posture of the State Government has now posted or recorded its highest vote count. For better understanding, Wukari Local Government Area which had experienced four years of unresolved communal crisis, with half of Wukari town still lying desolate and the inhabitants displaced and exiled to Jalingo, Mutum-Biyu, and Lafia in Nassarawa State, was said to have polled over one hundred and forty thousand votes, more than thirty percent of the entire Taraba vote. The PDP had arrogantly bandied the notion that the Card Readers were not a lawful part of the election guidelines and therefore had the liberty to fabricate and allocate votes as they pleased. Indeed, the Card Reader is not electronic voting but an indispensable part of the accreditation process without which no voting could take place. Both the Returning Officer and the Collation Centre ought to have outrightly rejected all votes not produced through this process. 
8. The APC in Taraba State is not unaware of the farrago of lies and malicious allegations credited to the state government regarding the post elections violence which erupted in Jalingo necessitating the imposition of a curfew in the state capital Jalingo. It is very important for the public to note that the unfortunate development was only a tip of what the PDP-led Administration in Taraba State had intended to unleash on the state if Architect Darius Dickson Ishaku was not declared as winner of the gubernatorial election.
We were credibly aware that since Sunday March 10th, 2019, the State Government had moved hardened criminal political thugs to the State Capital from Wukari, Takum, Donga, Zing and Lau Local Government Areas to cause a complete breakdown of Law and Order in the State should INEC refuse to announce results already prepared by the PDP. As part of the plan several APC leaders had been earmarked for assassination in order to precipitate a religion uprising. This plan was in furtherance of the deliberate campaign to hoodwink and brainwash the people to believe that they had a duty to protect and defend their religious interest in the political affairs of the State.
9. The Taraba State Government under Governor Darius Dickson Ishaku is fully aware that it has failed to deliver on its stewardship to the state as well as owing backlogs of wages including salaries, pensions and gratuities. To escape the people’s verdict on this glaring failure, the State Government has chosen to follow the infamous path of stoking the embers of violence and disunity while still pretending to demand for ‘peace in exchange for development’.
The political atmosphere in the state is so poisoned with religious and ethnic sentiments that virtually every issue is now tragically linked to this divisive volatile malady.
It could be recalled that on Friday, 8th March 2019, before the elections, PDP thugs fought and killed each other over monies collected from Government House, but the fight later degenerated to a religious conflict, spreading into Mallam Joda, Sabon-Gari, and Jekadafari areas and claiming innocent lives.
The PDP administration in Taraba State has been shamelessly funding and patronizing some religious leaders and organizations and encouraging them to raise spurious and false alarms against other citizens; as the only basis to perpetrate itself in power.
In fact, the last one year of the Darius administration could best be described as an ‘annus horibilis’, as the people have been thrown into a complete state of insecurity occasioned by political violence, kidnapping and dizzying poverty due to lack of government activities.
10. The Taraba State Government which does not believe in Democracy and the rule of Law is now primitively harassing, intimidating and victimizing workers at the Local Government and State levels who showed sympathy for APC in the Presidential and Governorship elections. Curious enough those workers who openly and brazenly worked for PDP are handled with a pat on the back. What a double standard, what is good for the goose should be good for the gander. We equally want to let the Government of Taraba State know that it is not a crime for a public or civil servant to show his support for any political party of his choice. This matter has been settled by the Supreme Court of Nigeria in the case of; INEC – Vs – BALARABE MUSA reported in part 806 NWLR. The vindictive transfer of staff and withholding of salaries of workers taking place in almost all the Local Governments of Taraba State should be stopped immediately as this is not only undemocratic but also, unconstitutional and wicked.
11. It is also a known fact, that Traditional Rulers all over the State had openly antagonized citizens within their domain by framing false and fictitious allegations against them and such persons particularly APC sympathizers were being apprehended by the police on fictitious charges framed against them and eventually prosecuted or imprisoned on the instructions of the State Government. It is curious to note that PDP thugs arrested committing various offences during and after the elections were also being set free at the instance of the State Government. A typical example of this brazen lawlessness and injustice is when Governor Darius advocated amnesty for suspects recently handed over to the State Police Command by the Military. This confirms our worst fear that these thugs were recruited by the State Government to unleash mayhem and grievous hurt on innocent citizens.
12. Finally, APC sympathizes, commiserates and condoles with the victims of the atrocities perpetrated by the PDP thugs throughout the State. We appeal to them to be calm, steadfast and Law abiding. We all need peace in the state for any meaningful survival and development. As Law abiding citizens and those who believe in the rule of Law, APC will equally file a case in court to reclaim our stolen mandate.

The short films produced by the BBC (British Broadcasting Corporation) for Emirates, tells the stories of unique individuals from different parts of the continent. Poised to become cultural ambassadors for Africa to the world, they share a common passion to bring their global exposure and influences to their own local journeys, as they discover what it means to be ‘home’.
